Election Assistance Commission Test and Certification Program Requirements
- The scope of testing and review are defined based upon the EAC definitions.
- EAC requirements and compliance with the requirements are stipulated in the contract.
- Voting System Manufacturers must be registered with the EAC prior to submitting their Certification Application Package.
- Test plans are submitted to the EAC Program Manager for approval.
- EAC issues with the test plan, if any, are resolved and resubmitted.
- Direct and independent reporting of voting system changes, test plan changes, anomalies, and test failures to the EAC.
- Submission of a test report with a recommendation will only occur after the voting system has been tested and after all tests identified in the test plan have been successfully performed.
- The inclusion of a matrix in the test report identifying all failures/anomalies, the applicable standard, and a description of the resolution.
- Preparation and documentation for building the Trusted Build with the reviewed source code using the process described in the manufacturer’s Technical Data Package.
- Delivery of the Trusted Build source code, disk images of pre and post build environments, executable code, installation devices, and their respective file signatures to the EAC approved repository.
- Maintenance of an archive for the complete test record.
